Why can I not get user quotas to work properly?

Why can I not get user quotas to work properly?

  • Do not turn on quotas on /,

  • Put the quota file on the filesystem that the quotas are to be enforced on. ie:

    Filesystem Quota file
    /usr /usr/admin/quotas
    /home /home/admin/quotas
    ... ...
